In our letter to the Foreign Office

(No.39) we were not considering, of course, the

special provisions of the Convention relating to such

exceptional matters as national emergency, war, end

and Treaty, olligations,

League of Nations responsibilities, to which the

Foreign Office now refer in their letter of 25.7.33

(No.53).

That letter, I think, sets out the

-

position accurately enough though I prefer the

wording at "X" of Mr.Gent's minute of 26.7.33 to that

suggested by the Foreign Office. Before we write to

the Governor, however, we had better find out whether

the Board of Trade have anything to say. They have

had copies of Nos.39 and 53, but have not yet replied.
